This card's top layer is acetate, and the background you see is the inside of the card. You can see it a little better from the side view below.
I'll start off by explaining the inside of the card. I used a background stamp from Hero Arts and BasicGrey called Carbonated Background. I stamped it in Versamark and then used black embossing powder. This left me with some beautiful, shiny black dots. Then I took 5 different Copics and filled all the dots in with color.
For the acetate layer I used the Hero Arts set Cupcakes. I stamped a cupcake on white cardstock in Memento Tuxedo Black ink, then colored it with my Copics. I cut it out, and then added some Dazzling Diamonds Glitter from Stampin' Up. I didn't like the back showing because of the bleed through of the Copics, so I cut another cupcake from plain cardstock and adhered it on the other side of the acetate. This way you see a clean, white cupcake shape instead.
The sentiment was stamped from the same set. I just used some foam tape to adhere it with a little pop and some dollar bling in the corners to visually anchor it a bit.
I thought about adding a place to write inside, but unless the card was clamped fully shut it would show and ruin the effect. The back of the card has a clean white base that I can write a nice long message and sign and I think that will be perfect instead.
